In 2025, LIST confirmed its position as a leader in artificial intelligence. With a portfolio of 134 active AI projects representing a total budget of approximately 125 million euros, the institute demonstrated a strong strategic alignment with European priorities and Luxembourg’s new AI strategy.
AI has also emerged as a truly cross-cutting topic within the institution: nine out of twelve units are leading AI projects, twenty of the 134 projects involve at least two units, and ten of the 110 scientific publications involve researchers from multiple units. This collaborative dynamic reflects the deep integration of AI into all of LIST’s research activities.
This ambition is also reflected in the strengthening of the Luxembourg ecosystem and the growth of internal expertise: the number of AI experts within the institute rose from 86 in February 2024 to 136 in March 2026, illustrating a rapid and structured increase in skills.
The LIST AI Sandbox, designed to test, compare, and improve AI systems in a controlled and transparent environment, established itself in 2025 as an essential strategic tool on a national scale. In addition to its ethical leaderboard — the first of its kind in the world — which evaluates models across seven types of social bias, the platform has been enhanced with a linguistic ranking for Luxembourgish (54 models tested, levels A1 to B2) and a first sector-specific deployment with BIL for the evaluation of banking chatbots.
Launched in July 2025, the partnership between LIST and the Banque Internationale à Luxembourg (BIL) marked the first concrete sector-specific application of the LIST AI Sandbox. Together, the two institutions worked to design a scientific methodology and a software platform to evaluate AI conversational agents in a banking context — an environment where system reliability is non-negotiable.
The work focused on three priorities: resilience against generative AI drift, algorithmic fairness, and human oversight. Rooted in BIL’s real-world use cases, these efforts enabled the Sandbox to take a decisive step towards commercial deployment in critical and regulated sectors. Beyond the project itself, this collaboration laid the groundwork for a lasting relationship between the two institutions and a model that can be replicated by other players in the Luxembourg financial sector.
Launched in April 2025, the Luxembourg AI Factory has established itself as the national one-stop shop dedicated to the responsible and sovereign adoption of AI, supporting organizations from the initial idea through to large-scale deployment. With 12 partners and a total investment of 126 million euros, it has structured its activities around four priority sectors: cybersecurity, finance, the green economy, and space.
As a founding member of the consortium alongside LuxProvide, Luxinnovation, the University of Luxembourg, and the Luxembourg National Data Service (LNDS), LIST has contributed its expertise in applied research, AI evaluation, and training. The Luxembourg AI Factory’s service catalog, presented at the Data Summit Luxembourg 2025, covers the entire lifecycle of an AI project: maturity assessment, development and testing in a regulatory sandbox, deployment, and access to European funding.
